Just as frustrating, however, is when I see non-dog-owners disrespecting the spaces created just for dogs in order to encourage dog owners to respect the rules.  For example, one of the off leash parks I take my dog to is often used as a cut-through for people heading to a large nearby employer.  More than once, I have encountered a non-dog owner, who is terrified of dogs, sprinting or biking frantically across the park because they are too lazy to take the longer route to work.  If you know anything about dogs, you know most of them love to play chase and I have seen many dogs take off after the terrified runner or biker only to further scare them – because they are now being chased.   This irresponsible person’s action is unfair - I see this behavior as an invasion of one of the few places my dog gets to run and play off leash.   The people who are terrified of dogs  would logically seem to be the most likely to want dog laws to be in place – so it is even more ironic that they are ignoring those exact rules created to protect them.  Everyone should respect Madison dog laws – not just the dog owners.
